Dear Applicant, As per the Government orders Dt.9th Nov 2019, LRS Applications under progress before october 2018 with pending payments, shortfall or showcause applictions are being processed for approval/rejection Proceeding and plan will be released for the applicant who have paid the entire due amount and their proposal is in compliance of LRS guidelines


Government of Telangana with a view to promoting planned development of urban areas in the State are encouraging development through approved layouts and development of integrated townships through both public and private initiative.The Government has observed that there are many unapproved and illegal layouts which are violating the Statutory Development Plan/Master Plan and Layout Rules lacking in development standards and basic infrastructure facilities like proper roads, street lights and drainage. Such substandard and unapproved sub-divisions of land into building plots is effecting objective of planned development along with the planned extension of services and amenities by the local bodies.


Government have in the past brought out a scheme of regularization of such unapproved layouts but they met with limited success since it was a voluntary scheme with responsibility on plot owners to come forward for regularization and there were no deterrent provisions against the owners who did not come forward for regularization. Therefore in order to bring all these unplanned areas into the fold of planned development and to provide basic facilities in these areas so as to promote an overall and integrated area and city level development and a better quality of life for the citizens, Government hereby issue the Rules for Regularization of Unapproved and Illegal Layouts

Recent Notifications

  • Please note that the Rejection Appeal Provision was Disabled from Date: 21/12/2017.
  • Payment option Cash/DD/Cheque is allowed for paying LRS and NALA charges
  • Applicants can appeal for your Rejected LRS Application with your login credentials from HMDA LRS Website.
  • Provision of changing contact number is enabled in the citizen login.
  • As per the GO NO 151, the initial processing fee of LRS/BRS application will not be refunded.
  • Sir/Madam, After receiving the LRS Payment intimation, You can make payment through Online ( Debit Card / Credit Card / Net Banking / e-Payment Challan ) by using your LRS credentials at HMDA website (www.hmda.gov.in) OR for any Help visit LRS Helpdesk. (Note : Debit Card payment amount Day Limit as per Parent Bank Conditions)

Note:-

  • With ref. to Govt. Memo No: 632/Plg.II(1)2018 Dt: 30.04.2018 - Extension of pending LRS application Disposal up to dt: 31.05.2018 for the pending cases which were received till 31st May 2018.
  • Dear Applicants Please check the following for delay in LRS Approvals.
    • LRS plan submitted by you is not signed by the owner hence you have to upload the signed plan.
    • You are not shown the road effected area in the LRS plan to achieve minimum road width 30' Hence you have to upload revised site plan duly indicating the road effected area.
    • The indemnity bond on the Rs.100 bond paper is found invalid without owner and witness signature.

NOTICE:-

  • The LRS rejected appeals/Re-Examinations will not be entertained in this office.
  • Interested parties may appeal to Govt. In MA&UD Dept., for Re-Examination after Dt.28.02.2018

Refund Policy

  • As per the G.O. Ms No. 151 of LRS, the initial processing fee of LRS application will not be refunded.
  • Refund of amount will be allowed by analysing the case by case, if a citizen submitted application and payment made for the Building or Layout which does not falls under HMDA Jurisdiction. The amount will be transferred to concerned local body. But won't be refunded to citizen.
  • However, the same will be considered computation of LRS Charges, by deducting initial Fee against final payments if any paid excess amounts found after final verification and (HMDA will refund the said amounts by de-linking it from the On-Line Payment gateway transactions only).
  • HMDA will refund incase applicant has paid full amount but at later stage his /her application rejected duly deducting initial fee of Rs.10,000/-
